Currently balancepush pushes the balance as a snapshot, I would like an option to run balancepush and send a diff from the last time balancepush was run.

The ideas is that a snapshot could be sent in the morning, and later in the day a diff could be sent.

Optionally, if there is no difference then don't send the push notification.
